Abstract

The study examined the leadership and management support to the procurement function on organizational performance taking Kabale District Local Government as a case study. It was guided by three objectives which included; investigating the effect of leadership and management support on organizational performance, establishing how the Procurement department affects contracts management, and assessing the effect of the Contract management team on effective contracts management. The study used a descriptive survey design which is both quantitative and qualitative approaches because the strengths and weaknesses of qualitative approaches potentially complement each other. The study targeted 48 employees of Kabale District Local Government. Data collection instruments included a questionnaire and interview guide. Respondents, opinions were also sought on whether the organization has processes to comply with the PPDA mandate on contract management 31(59%) disagreed. The respondent's opinion was sought on whether the organization makes procurement knowledge and information accessible 37 (71 %). The study recommended that to ensure effectiveness in contract management there is a need to address the critical issue of weak leadership among the contract management team. This can be done through different methods that the organization deemed fit to address the leadership gaps identified within the entity.
