Abstract

The study aimed at the effect of monitoring and evaluation on the performance of government projects: A case study of operation wealth creation in Kabale district. Objectives guided the study, namely: to establish the relationship between M&E and the performance of government projects in in Kabale district, to find out the challenges facing M&E on the performance of government projects in the Kabale district, and to identify the solutions to challenges facing M&E on the performance of local government projects in Kabale district. The researcher adopted a descriptive status research design to collect qualitative and quantitative data from 90 respondents. Data collection was done using questionnaires, and a documentary checklist, and analysis was done. Results indicate that there is a logical relationship between project objectives (activities to outcomes). Some respondents showed that M&E's sensitivity to gender addresses the different needs of men and women and has made an impact on their lives. From the questionnaires also, respondents gave their opinions that M&E does not target whole villages, only groups of people, and then only a few members of a group get assistance initially, while other members wait sometimes for up to a year before getting any much-needed support. OWC secretariat should be more involved in program M&E at the district and sub-county level to make the implementers more accountable, From the questionnaires, respondents gave their opinions that Farmers should be given inputs as crop finance at concessionary interest rates through the SACCOS. The researcher concludes that though there has been funding allocation to monitoring and evaluation functions within the Kabale district, the same has not been adequate for effective delivery. Despite the presence of experts in Monitoring and evaluation, the knowledge of monitoring and evaluation within Kabale district local government employees and stakeholders remains scanty. Most of the employees and other stakeholders have not attended workshops and seminars on monitoring and evaluation which affects the quality of monitoring and evaluation outcomes consequently influencing the project implementation and outcome. The study recommends that local governments need to have resources for M&E that are adequate and timely since they have a significant effect on the performance of health projects. The provision of limited M&E resources may lead to M&E activities suffering a setback hence directly affecting the performance of health projects. Non¬Governmental Organizations should frequently organize regular training on Monitoring and Evaluation. This would support increasing the knowledge in M&E.
