Abstract

The study aimed to analyze governance's impact on electricity provision in Kabale Municipality, Kabale district,. The objectives of the study were to examine the effects of governance factors on electricity services, assess how governance factors affect the reliability of electricity services, and explore how governance factors can improve electricity provision in Kabale Municipality., employing a cross-sectional design with 114 participants, including UMEME staff, member of education institutional institution, members of industrial institution. From them, 114 respondents were randomly selected. Ethical considerations were ensured, and data was gathered via structured questionnaires and in-depth interviews, both primary and secondary sources. The analysis involved qualitative thematic analysis and quantitative descriptive statistics. Findings revealed a male predominance (51%) among participants, with the majority aged between 20 and 30 years (53%). 50 respondents (44%) noted significant positive impacts of institutional quality and democracy on household electricity consumption. Suggestions included reforms like corporatization, separate utility from ministry, clear accounting framework, private participation/ownership, and tariff adjustments. Unbundling was proposed for better governance, accountability, and transparency, suggesting a stringent revision of the current concession for efficiency and development.
