Item Embargo Information Access and Promotion of Human Rights: A Case Study of High Court Kabale Municipality.(Kabale University, 2022) Akwasiibwe, BonitahThe study assessed access to information, effects promotion of human rights about the High Court in Kabale Municipality, the objectives of the study were to analyze the state of access to information and promotion of human rights at the High Court in Kabale Municipality, to identify the challenges facing access to information and promotion of human rights and to highlight opportunities, best practices and positive aspects inherent to free access to information and the promotion of human rights. The study used a descriptive research design. The study results on the state of access to information and promotion of human rights at the High Court in Kabale Municipality were; availing of information through constitutions, provision for the timely processing of requests for information, provision of the right to truth about human rights violations and ensuring inaccessible laws under the principle of ignorance of the law is no excuse. The study results on challenges facing access to information and promotion of human rights were; lack of skills to access legal information, inadequate information services, poor methods of choosing legal information resources, and the perceived authority of the content. The study results on the opportunities, best practices, and positive aspects inherent to free access to information and the promotion of human rights were; publishing of periodic reports that provide information, advocacy for free access to information, ensuring that legislation is consistent, provision of timely access to the right kind of legal information and information needs to be reasonable and easily understood by the general public. The study recommended that there should be use of better methods of choosing information resources so that the promotion of human rights can be observed and managed, and the relevant authority should be perceived the legal persons to release the content that contains enough information to the responsible users when needed and there should be clear laws which stipulate the content of the information stored, must be publicized and made easily accessible for promotion of human rights.
